Senior Budget Analyst

Job Summary
Develop and advise leadership on budget planning for a $1.4 billion foreign assistance account by independently creating budget justifications, programming memos, and reprogramming actions. Lead coordination on funding requests while serving as the bureau lead for resource allocation strategies and financial management improvements. Draft budgetary policies, interpret OMB directives, and track multi-year appropriations to prepare responses for Congress and oversight entities. Conduct comprehensive audits of funds control activities, implement financial standard operating procedures, and ensure compliance with appropriations law. Provide technical mentorship to junior analysts and represent the bureau in high-level meetings with Department leadership and external partners.
Required Qualifications
- U.S. Citizen
- A bachelor's degree from an accredited institution, and two to ten years' experience at the equivalent GS-12 or higher level
- An Associate's degree from an accredited institution and a minimum of twelve (12) years' experience at the equivalent GS-12 or higher level
- Proficient in Microsoft Office Suite
- Strong multi-tasking and organizational skills
Desired Qualifications
- Demonstrated experience working with the Department of State
- A Master's degree from an accredited institution, and two to ten years of experience at the equivalent GS-13 or higher level
- A Bachelor's degree from an accredited institution and a minimum of eleven years of experience at the equivalent GS-13 or higher level
- At least two years of experience in providing budget analysis and/or financial management in a foreign assistance setting
- Demonstrated experience of obligating mechanisms and foreign assistance awards
- Demonstrated experience with international organizations or multilateral settings
- Demonstrated experience developing and implementing programs focused on drug control and/or criminal justice, or other foreign assistance programs
