Job Summary
Serve as subject matter expert for three labor standards governing Federal Prevailing Wage Determinations. Respond to contractor requests for SCA wage determinations, review work order reports, and provide recommendations to federal contracting officers. Examine weekly and construction craft worker payrolls for accuracy, statutory compliance, and overtime usage. Conduct labor checks using field observations to ensure regulatory adherence and provide Department of Labor comments for resolution. Develop and maintain a contractor labor relations file plan and prepare professional correspondence and records. Requires active Q Security Clearance, Radiological Worker I certification, and experience administering Federal labor standards policies. Full-time on-site role in Aiken, SC.
Required Qualifications
- Expert level in contract adherence to regulatory requirements for Davis Bacon Act (DBA) contracts and Service Contract Act (SCA) contracts
- Experience identifying standards and requirements; compliance oversight and identifying and documenting systemic issues
- Experience in a field requiring knowledge of Federal labor standards, administration, laws, and regulations
- Experience in administering Federal policies and procedures as they relate to labor standards, enforcement, and compliance
- Active Q Security Clearance
- Radiological Worker I certification
- Ability to create professional quality correspondence, documents, and reports including formatting and content
- Ability to maintain databases
- Ability to speak effectively to individuals in person, on the telephone, or via e-mail
- Skilled in interviewing and conducting internal investigations
- Proficient in Internet based systems
- Proficient in the use of office equipment, including computers, scanners, fax, and copiers
- Proficient in the use of Microsoft Office (Word/Excel/PowerPoint)
- Must be able to analyze contractor data to include (but not limited to) labor standards classifications, labor standards compliance, and personnel classifications
- Must be at an expert level in contract adherence to regulatory requirements for Davis Bacon Act (DBA) contracts and Service Contract Act (SCA) contracts
- Must obtain and maintain Radiological Worker I certification
