Job Summary
Plan, schedule, and analyze SATCOM capability integration, operational concepts, and site activation at Schriever Space Force Base. Facilitate technical liaison between operational units, stakeholders, contractors, and HQ Combat Forces Command. Develop and manage documentation including Integration Plans, Operational Acceptance Plans, and Site Activation Plans while leading capability integration processes. Monitor progress, assess system modifications, and report status with recommendations during integration planning forums and technical design reviews. Assess facility infrastructure requirements and power allocation data to support site activation planning. Create and maintain electronic databases for project tracking. Travel approximately 5% for site visits and coordination.
Required Qualifications
- Active Secret clearance
- Bachelor's degree
- 5+ years related experience in DoD systems acquisition life cycle management, transition, and/or operations
- Program Office and HQ Combat Forces Command (CFC) (previous Space Operations Command) process knowledge/experience
- Experience in capability transition to operations, integration, and support (Operational Acceptance, Initial Operational Capability, site activation)
- Working autonomously with Government customer, leading teams and projects, establishing/executing/monitoring milestone and critical path activities
- Experience developing/reviewing life cycle management documentation (Transition Plans, Materiel Fielding Plans, Site Activation Plans, etc.)
- Understanding of DoD and joint service acquisition instructions and policy
- Proficiency with Operation of the Adaptive Acquisition Framework (DoDI 5000 series)
- Proficient with Integrated Life Cycle Management (AFI 63-101/20-101)
- Proficient with System transition to operations and support
- Knowledge of 12 Integrated Product Support Elements
- Proficient with writing acquisition-related technical documentation
- Proficient with Microsoft Office products (Word, Excel, PowerPoint)
- Possess strong interpersonal, communication (oral and written), and presentation skills
- Possess demonstrated ability to clearly and accurately articulate guidance, planning concepts, ideas, recommendations and options to customers, senior leaders, and stakeholders
- Travel: approximately 5%
Desired Qualifications
- Bachelor's degree in engineering, math, physics, computer science, or equivalent technical field
- Knowledge of SATCOM Satellite Operations, technical orders, and training
- Experience in SATCOM space operations
- Familiarity with HQ Combat Forces Command (CFC) (previously Space Operations Command)
- 10+ years related experience in DoD systems acquisition life cycle management, transition, and/or operations
- Professional certifications such as INCOSE CSEP or ESEP
- DAWIA Certifications, such as Program Management Level 1
- Active DoD Top Secret clearance, SCI eligible
