Job Summary
Safety & Security Certification Manager needed in Fresno, CA to develop, implement, and oversee the HSR Safety and Security Certification program. Responsibilities include program oversight across construction, systems, testing, commissioning and operations; coordination with contractors, railroad partners, and internal teams to ensure standardized certification processes; development and maintenance of certification documents and hazard analyses; conducting technical reviews, audits, and risk assessments to ensure OSHA/FRA/Cal/OSHA/CPUC compliance; delivering certification training to contractors and staff; tracking performance trends; preparing technical reports and executive briefings; supporting integration of safety considerations into project schedules and budgets; driving process improvements; liaising with regulatory agencies regarding certification activities; and leading Safety Management System practices. Minimum requirements: BA/BS plus 6 years of experience or equivalent, Master’s degree preferred, strong knowledge of safety regulations (OSHA, FRA, Cal/OSHA, CPUC), experience with risk assessments and audits, and ability to prepare clear reports; PMP and transit/rail program experience preferred. In-person Day 1 onboarding is required.
Required Qualifications
- BA/BS + 6 years of relevant experience or demonstrated equivalency of experience and/or education
- Master’s degree in a related field
- Professional safety certification (preferred) such as CSP, CIH, CHST (preferred)
- Experience with OSHAs, FRA, Cal/OSHA, CPUC requirements
- Experience conducting risk assessments, audits, and inspections
- Strong ability to prepare and deliver safety performance metrics and reports
- PMP certification (preferred)
- Experience with transit or rail infrastructure safety and security programs
- Master’s degree in a related field"
