Job Summary
Lead business analysis services by facilitating workshops to elicit, document, and confirm business requirements, models, and rules while applying re-engineering concepts for cost-effective service delivery. Conduct feasibility studies, prepare business cases, and develop cost-benefit analyses to assess client problems and opportunities, ensuring alignment with OPS Unified Project Management Methodology and Enterprise Architecture standards. Manage ongoing production support, configuration management, and problem resolution across project lifecycles, utilizing Agile methodologies to break down complex requirements into manageable deliverables for development teams. Create user stories, support UX and technical designs, and maintain traceability matrices to ensure compliance with corporate I&IT strategies and client cluster priorities.
Required Qualifications
- Experience on a medium to large sized project as a business analyst or functional consultant
- Experience developing business cases from start to finish
- Experience with the software development life cycle, software design, development and integration, database concepts, user interface design principle, change management, quality assurance, risk management, disaster recovery planning, business continuity planning to develop solutions and/or infrastructure services to satisfy business needs
- Experience conducting business analysis reviews, recommending options & changes and contingency provisions
- Experience providing technical leadership, functional business analysis and architecture expertise to project staff, colleagues and clients
- Service delivery management, portfolio, program/project management and resource management to manage the business analysis to clients and provide recommendations on clients' I&IT business and infrastructure needs
- All aspects of business analysis including enterprise level and client program area business analysis and modeling expertise

- Clients' policies and programs, business goals and objectives, plans, issues and resources and linkage to understand business needs, identify partnership opportunities and match technology solutions to business requirements and provide advice on application of I&IT
- Enterprise business architectural concepts in order to ensure that recommended technologies are consistent with OPS standards
- Analyzing and problem solving skills to: Assess clients' business requirements, identify best technology solutions from among alternatives to ensure clients' expectations are satisfied in the cost effective manner, both for individual issues and longer-term overall requirements
- Evaluate directions, trends, standards and policies in a complex and evolving environment using multiple sources of guidance; identify requirements, develop options and make recommendations on general and specific information architecture and data management issues
- Planning, coordinating and leading all phases of assigned business analysis, process improvements, architecture or infrastructure projects or services within risk, time and resource constraints to meet client needs
- Ensuring the quality of business solution recommendations and implementation and ensuring integration with enterprise and cluster standards and directions
- Conducting business analysis reviews, recommending options & changes and contingency provisions
- Hands-on experience working in Agile or Scrum environments, conducting sprint planning, facilitating daily standups, and ensuring that business analysis tasks align with iterative development cycles
- Knowledge of Agile methodologies and ability to break down complex business requirements into manageable deliverables for development teams
- Strong skills in managing change processes, including defining the change scope, impact analysis, and developing training and communication strategies to ensure smooth transitions for end-users
- Ability to support end-user adoption by delivering clear communication and training on new systems or process changes
- Familiarity with user-centered design principles to ensure that technology solutions are designed with the end-user experience in mind, improving usability and ensuring effective user adoption
- Experience with user interface design and prototyping tools such as Figma to translate requirements into user-friendly digital interfaces
- Experience in budget estimation, cost-benefit analysis, and ROI assessments to support the development of business cases, ensuring that proposed IT solutions provide value
- Proficient with a range of business analysis and project management tools (e.g., DevOps, MS Visio, and other modeling tools) to document and track business requirements, project milestones, and progress
- Experience in identifying, assessing, and mitigating risks throughout the project lifecycle, ensuring that risks are communicated effectively to stakeholders and appropriate mitigation strategies are put in place
- Ability to balance competing priorities
Desired Qualifications
- Experience in the use of information retrieval packages
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
- Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
- Experience in structured, object oriented and agile methodologies for user requirements
- Experience developing performance measures for business analysis evaluation and subsequent follow-up
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
