Job Summary
Review and approve insurance coverage documents for contracts, agreements, and leases to ensure conformance with District policies. Evaluate, adjudicate, and subrogate first-party captive liability claims while administering the Builders' Risk property insurance program. Analyze contract documents to verify compliance with insurance and indemnification requirements, and prepare clear reports on risk exposure and loss expectancies. Work with contractors, brokers, and carriers to resolve difficult coverage issues and maintain accurate claims records. Hours are 4/10's, 7:00 a.m. to 6:00 p.m., Monday through Thursday. The position is a Limited Term appointment with a maximum duration of 36 months.
Required Qualifications
- Knowledge of general principles, practices, methods and techniques of risk management and loss control, particularly as they relate to ensuring adequate general and financial liability protection
- Knowledge of industry standards, practices and procedures for analyzing and adjudicating first-party claims
- Knowledge of federal and state laws and regulations governing governmental liability and the indemnification of risk applicable to a water utility
- Knowledge of insurance industry trends, operations and practices applicable to investigating and administering general liability, auto liability and bodily injury claims and setting claims reserves
- Knowledge of District policies and procedures for reporting property damage and personal injury
- Knowledge of risk management information system software, methods and techniques
- Knowledge of effective business communication principles and practices
- Knowledge of recordkeeping practices and procedures applicable to areas of assigned responsibility
- Ability to operate a computer and use standard business and specialized risk management information system software
- Ability to analyze information and issues, evaluate alternatives, reach sound conclusions and make appropriate recommendations
- Ability to analyze contract and agreement documents to ensure compliance with District/SNWA insurance and indemnification requirements
- Ability to analyze, classify and rate risks, exposure and loss expectancies
- Ability to prepare clear, concise and accurate reports, analytical studies and other written materials
- Ability to understand, interpret, explain and apply District policies and procedures and applicable local, state and federal legislation
- Ability to use computer tools and software to develop standard and customized reports
- Ability to maintain accurate and complete claims records and files
- Ability to exercise sound judgment within established guidelines
- Ability to communicate clearly, effectively and courteously
- Ability to work with contractors, brokers and carriers to resolve difficult coverage issues
- Ability to use tact and diplomacy in dealing with sensitive and confidential issues and situations
- Ability to establish and maintain highly effective working relationships with managers, supervisors, employees, claimants, contractors and vendors, insurance carrier/broker representatives, the public and others encountered in the course of the work
- Graduation from a college or university with major course work in finance, public or business administration or a related field
- Three years of increasingly responsible professional experience in the administration of risk management and loss control programs in an insurance company, brokerage or employer risk management department, including investigation and adjudication of liability claims
- Equivalent combination of training and experience
- Willingness in learning new technology
- Ability to subrogate claims
- Confidence in dealing with customers who are seeking reimbursement through the District's Leak Repair Reimbursement Program
- Ability to work well in a team environment
