Job Summary
RFP Manager role focused on the front end of build planning and bid responses for outside-plant construction, converting geospatial data into constructible routes, developing takeoffs and BOMs, validating routes and constraints, coordinating RFI/Q&A, and compiling comprehensive response packages (technical approaches, schedule, staffing, risk, and commercial forms) to ensure on-time, compliant submissions.
Required Qualifications
- 3+ years in OSP/underground utilities construction estimating, design support, or field engineering
- Proficiency with KMZ/KML and at least one GIS/mapping platform (Google Earth Pro, QGIS, or ArcGIS) and Bluebeam Revu
- Demonstrated ability to read civil/utility plan sets, profiles, details, and traffic control drawings
- Hands-on understanding of HDD, trench/open-cut, aerial make-ready, restoration, and as-built requirements
- Strong business writing and document control skills; comfortable owning compliance matrices and bid calendars
- Intermediate Excel (lookups, pivots), and experience with SharePoint/Smartsheet/Jira or similar trackers
- Experience responding to telecom/municipal/utility RFPs with complete technical + commercial packages
- Takeoff experience for conduit, fiber, vaults, pedestals, crossings, and restoration quantities
- Familiarity with permit processes (ROW, DOT, railroad), traffic control specifications, and inspection workflows
- Knowledge of applicable safety and construction standards (e.g., trenching/shoring practices, make-ready basics)
- Basic CAD literacy for viewing and markup (AutoCAD/BricsCAD or similar)
- Vendor/subcontract coordination and quote normalization experience
