Job Summary
Provide annual and ongoing financial execution support to HQ STARCOM and subordinate organizations, ensuring accurate execution and compliance with RDT&E and O&M funding guidance. Draft, review, and maintain financial execution plans while producing weekly reports on funding status, execution performance, obligations, and expenditures for leadership. Process purchase requests using DEAMS and legacy systems, generate travel funding reports via DTS, and conduct financial analysis for current-year execution and future-year budget planning. Coordinate with government stakeholders, System Program Offices, and financial organizations on funds reconciliation and FIAR protocol adherence. Brief USSF/TE leadership on funding posture and assist with Program Objective Memorandum planning and option development. Maintain active TS/SCI clearance and proficiency with FM Suite, CRIS, and CCaR systems.
Required Qualifications
- Active Top Secret / SCI (TS/SCI) clearance
- Demonstrated experience supporting financial execution for DoD or federal organizations
- Strong knowledge of RDT&E and O&M funding processes and lifecycle management
- Experience drafting and reviewing execution plans and providing financial analysis for current and prior fiscal years
- Proficiency with financial systems and tools, including: Financial Management Suite (FM Suite), Commander's Resource Integrated System (CRIS), Defense Enterprise Accounting and Management System (DEAMS), Comprehensive Cost and Requirements (CCaR) System
- Experience coordinating with multiple government organizations on obligations, expenditures, and funds reconciliation
- Ability to support data entry, analysis, and reporting for enterprise financial systems
- Proven capability to brief senior leaders and decision-makers through formal corporate processes
- Strong written and verbal communication skills, including the ability to present complex financial data clearly and concisely
- Familiarity with FIAR requirements and audit-ready financial practices
