Job Summary
Resource Management Officer at OECD GOV/RMU with responsibilities spanning financial management, budget planning, and human resource administration. The role includes ensuring proper recording of expenditures, advising on financial and HR matters, managing budgetary resources and procurement processes, and supporting voluntary contribution budgets and donor reporting. Candidates should have a university degree in a related field and a minimum of 3 years’ experience in financial management, budgeting, or HR management, preferably in an international context, plus strong familiarity with SAP/OBMR/BO/PowerBI/Concur and advanced Excel. Fluency in one OECD official language with knowledge of the other is required. Based in Paris with in-person work arrangement; the appointment may cover multiple positions and potentially offer a pool of candidates for open-ended or fixed-term functions.
Required Qualifications
- University degree in business or public administration, finance, accounting, human resources management or closely related field
- Minimum of 3 years of proven experience in financial management, budget management and/or human resources management, preferably in an international context
- Experience in interpretation and application of financial/human resources management procedures and policies
- Experience in analysis of quantitative and qualitative data
- Knowledge of international organisation structure/processes/regulations advantageous
- Experience supporting financial management or administration of grant agreements and voluntary contributions including European Commission funding advantageous
- Proven ability to cope with conflicting requests and deadlines, and work in a multicultural environment
- Very good level of resource management applications such as SAP, OBMR, Business Objects (BO), SmartRecruiters, PowerBI, Concur or ability to master quickly
- Excellent command of Microsoft Office software; proficiency in Excel
