Job Summary

Design and implement the RMEAL framework, including baseline, midline, and endline learner assessments for the Teaching at the Right Level project across 112 government schools. Establish monitoring systems using Kobo/CommCare to track coverage, dosage, and fidelity, while conducting regular data quality checks and validation exercises. Lead analysis of foundational literacy and numeracy results to generate dashboards, learning briefs, and evidence summaries that inform adaptive programme management. Develop and monitor Complaints Feedback Response Mechanisms to ensure inclusive accountability, and facilitate learning reviews to identify schools and teachers requiring additional support. Produce high-quality RMEAL reports and knowledge management outputs for UNICEF, the Ministry of General Education and Instruction, and other stakeholders.

Required Qualifications

  • Degree in Monitoring & Evaluation, Statistics, Social Sciences, or related field
  • Minimum 3–5 years' experience in MEAL, research, or data management roles
  • Experience designing and implementing assessments, surveys or evaluations
  • Strong experience with data collection, analysis and reporting
  • Experience using Kobo, ODK, CommCare or similar digital data collection systems
  • Experience supporting donor-funded programmes
  • Strong quantitative and qualitative data analysis skills
  • Excellent Excel skills
  • Ability to translate data into practical programme recommendations
  • Strong report writing and presentation skills
  • High attention to detail and commitment to data quality
  • Ability to manage multiple priorities and deadlines
  • Strong commitment to child safeguarding and protection

Desired Qualifications

  • Postgraduate qualification in M&E, data analysis, or related field
  • Experience working on education, foundational learning, literacy or numeracy programmes
  • Experience supporting UNICEF-funded projects
  • Experience conducting learning assessments or education research
  • Experience in South Sudan or other fragile contexts
  • Experience using Power BI, Tableau or other data visualisation tools
  • Experience using SPSS, STATA, R or similar analytical software
  • Experience facilitating learning reviews and reflection workshops
