Job Summary
Parsons seeks a highly skilled Requirements Engineer with a strong focus on Technical Assurance to support the Gateway Hudson Tunnel Project. The role emphasizes end-to-end requirements lifecycle management for complex rail infrastructure, including system, safety, and operational requirements captured, traced, verified, and validated through design, construction, and commissioning. Responsibilities include developing and implementing the Requirements Management Plan in alignment with regulatory requirements (FTA, FRA, USDOT), consolidating master design criteria with full traceability, conducting technical assurance activities for identification, validation, traceability, and verification, collaborating with design, systems, construction, and testing teams to ensure proper interpretation and implementation of contractual and regulatory requirements, developing and maintaining RVTM/VCRM for design packages and construction deliverables, ensuring SMART requirements, utilizing tools such as Relatics, Genesys, DOORS, ComplyPro to maintain lifecycle traceability, participating in design reviews, supporting change management, conducting quality and compliance audits, facilitating stakeholder workshops, producing technical reports and dashboards to track compliance and risks, supporting test and evaluation phases, and ensuring activities align with PDAs, contract documents, and industry standards. Preferred qualifications include a Master’s degree and certifications such as CSEP or PMP, as well as experience in tunneling or mega infrastructure projects and familiarity with ISO 15288 and INCOSE guidelines.
Required Qualifications
- Bachelor’s degree in Engineering, Computer Science, or a related technical field
- Minimum of 10 years of experience in requirements engineering, technical assurance, or systems engineering
- Deep knowledge of FTA, FRA, and USDOT regulatory requirements and standards
- Experience using requirements management tools such as DOORS, Power Pro, or equivalent
- Demonstrated expertise in requirements development, traceability, validation, and verification
- Strong familiarity with system lifecycle processes including design, construction, testing, and commissioning
- Excellent analytical and documentation skills with high attention to detail
- Strong communication and stakeholder engagement skills
- Ability to work independently while collaborating across a multidisciplinary project team
