Regional Permitting Manager (East Region)

Job Summary
Manage the full permitting lifecycle for utility-scale solar, BESS, and high-voltage projects in the East region, from strategy development through final closeout. Prepare, review, and coordinate all permit submittals while maintaining accurate records and tracking timelines for internal stakeholders. Serve as the primary contact with AHJs, attending pre-application meetings, plan checks, and public hearings to expedite approvals and resolve regulatory disputes. Support preconstruction efforts by conducting feasibility assessments and providing timeline/cost inputs for proposals. Coordinate with engineering, scheduling, and field teams to ensure design compliance and timely inspections. Escalate complex issues to the Director of Permitting as needed. Requires 7+ years of permitting experience and extensive travel within the Midatlantic and Northeast states.
Required Qualifications
- 7+ years of experience in permitting, land use, or project development in the utility-scale solar or EPC construction industry
- Demonstrated hands-on experience managing the permitting process for large-scale solar, BESS, or HV projects from application through closeout
- Deep knowledge of AHJ requirements and regulatory frameworks within the assigned region
- Experience working with federal agencies (BLM, Army Corps, USFWS), state environmental agencies, and county/local building departments
- Ability to read and interpret civil, electrical, and structural construction drawings
- Excellent written and verbal communication skills
- Ability to build credible working relationships with AHJs and project teams
- Strong organizational skills with the ability to manage multiple concurrent projects and deadlines
- Bachelor's degree in Engineering, Environmental Studies, Construction Management, Urban Planning, or related field
- Ability to travel extensively within the region (50%+) with occasional national travel as needed
- Applicants must be legally authorized to work in the U.S. without requiring employer sponsorship now or in the future
Desired Qualifications
- Familiarity with state-level siting boards (e.g. NY Article 10/94-c, NJ SDAG), PUC processes, and dense Midatlantic/Northeast AHJ environments
