Job Summary
Design effective and proportionate monitoring, evaluation, and learning systems for core funded and third-party programmes across the East Asia and Pacific region. Advise country teams on implementation and support teams to evaluate results, while collaborating with regional offices, the Business Development Manager, and Comms Officer. Engage with wider MEL strategy and learning conversations within the Quality and Innovation directorate. Requires minimum three years of experience designing MEL systems in democracy, governance, peacebuilding, or human rights contexts, strong technical English writing skills for donor bids, and ability to navigate diverse cultural and organizational settings. Full-time contract for services through September 2027 with potential extension; flexible working arrangements including remote options considered.
Required Qualifications
- Degree level education
- Minimum three years' experience designing, implementing and supporting monitoring, evaluation and learning within programmes
- Experience with design and delivery of MEL systems for programmes working on democracy, governance, peacebuilding, human rights, rule of law or other related thematic areas
- Familiarity working with theories of change and logframes/results frameworks for planning and delivering impactful programmes
- Experience supporting MEL in multiple countries across the East Asia and Pacific region, navigating different cultural and organisational contexts
- Very strong English technical writing skills including experience writing donor bids
- Excellent level of written and oral communication skills in English
- Able to effectively organise and prioritise competing demands
- Have a work permit to work in Taiwan
