Job Summary
Develop the regional program model design centered on Early Learning Outcomes and Parent Family Community Engagement Frameworks to advance child development and parental engagement. Manage and supervise regional program operations, ensuring compliance with federal, state, and local regulations while overseeing budgeting, financial oversight, and grant writing. Direct regional coordination and development of local and state linkages with agencies, health departments, and school districts to foster collaboration. Conduct weekly to monthly meetings with staff, review financial and statistical reports, and implement preventative measures for budget status. Develop and finalize integrated Child Development work plans, policies, and procedures for recruitment and enrollment. Prepare regional budgets and grant proposals, ensure non-federal share match requirements are met, and maintain electronic data collection systems for reporting. Stay informed of national and state issues related to early childhood development and disseminate this information to leadership and staff.
Required Qualifications
- B.A. Degree in Public Administration, Business Management, or any other administrative related field
- Three years' experience in management and/or supervisory position
- Must have knowledge of federal, state and locally funded programs
- Knowledgeable of low-income family needs and able to demonstrate through experience
- The ability to work effectively with children and families
- Ability to work irregular hours with required travel
- Hold a valid driver's license and adequate vehicle insurance
- Employment with UMOS is contingent upon successful completion of a criminal background check prior to employment
Desired Qualifications
- Masters' Degree Preferred
- Bilingual with fluency in English and Spanish: verbal and written form, PREFERRED
- Experience in Migrant and Seasonal Head Start Programs, PREFERRED
