Job Summary
Develop and recommend policies, plans, budgets, and procedures for property acquisition objectives. Work with client organizations to identify requirements for obtaining real estate use via permit, lease, license, or other acquisition methods. Prepare permits, leases, licenses, and commercial lease documents, including market surveys and interagency transaction coordination. Conduct negotiations with CG tenants, perform cost and price analysis, and manage divestiture actions involving transfers, appraisals, and land surveys. Review associated documents for accuracy and resolve boundary line, navigational servitude, and encroachment issues. This role supports the Coast Guard's Office of the Chief of Engineering, United States, Oakland, focusing on complex Federal real property management, including historic lighthouse and agricultural lease outgrants.
Required Qualifications
- Experience with real estate acquisition, leasing, and disposal procedures utilized by the Federal Government
- Experience with Federal real property acquisitions, such as transfers (BRAC-related Title 10 transfers), fee title purchases, leasing (direct and GSA), or other forms of ingranting, including licenses, permits, easements, rights of way/entry, and use agreements
- Experience with Federal real property management, such as knowledge of applicable forms and file procedures, legal basis of property rights depending on acquisition method, and encroachment defense
- Experience with Federal real property divestiture processes, including Title 10 screenings, Federal screenings, McKinney Act screenings, Reports of Excess, specially-legislated transfers, National Historic Lighthouse Preservations Act transfers, Title 10 transfers (out), relinquishment to the Bureau of Land Management (BLM), ingrant terminations, and sales via GSA utilizing the Coast Guard's housing sale authority
- Experience and familiarity with Federal real property policy and associated laws
- Specific experience with Federal real property work that includes divestiture of communications sites and lighthouses
- Experience with DOD BRAC processes and impacts
- Experience with Federal real property work of the most complex nature
- California notary license
