Job Summary
Conduct retail rate studies for member cities by identifying changes in retail rates, billing structures, and rate schedule documentation. Maintain Excel-based models for short-term and long-term wholesale power cost projections and assist in developing innovative rate programs. Recommend retail rates consistent with NCMPA1 and NCEMPA standards while monitoring competitor rates and performing competitive comparisons. Assist Settlements with retail billing services, including checking bill accuracy, maintaining rate libraries, and guiding billing system enhancements. Present retail rate studies and training to member city boards and staff, and support the annual business plan implementation. Protect confidentiality of load profile data and billing information.
Required Qualifications
- A Bachelor of Arts or Bachelor of Science degree in Economic, Finance, Math, Statistics, Engineering, or other analytic degree or equivalent combination of experience and education
- Excellent analytical, communication and presentation skills
- 3+ years' experience in retail or wholesale rate development and/or financial analysis
- Advanced spreadsheet modeling and database experience
- Advanced Excel
- Demonstrated willingness to accept responsibility, take initiative and be self-motivated while accepting general supervision
Desired Qualifications
- SAS programing experience
