Job Summary
Lead development and management of the federally mandated RWP training program for California High Speed Rail; enforce compliance with 49 CFR 214, OSHA, FRA, and Cal/OSHA; deliver railroad safety training to Authority, consultant, and contractor staff; conduct audits, inspections, and risk assessments to identify hazards and ensure regulatory compliance; coordinate safety meetings among staff, consultants, and contractors; monitor program-wide compliance and implement improvements; provide on-call incident response and assist in root-cause analysis for construction incidents; collaborate with law enforcement, emergency services, and external rail partners to align site safety with broader public safety requirements; prepare and present reports and recommendations to leadership and oversight bodies; lead process improvements to enhance efficiency, accountability, and transparency in safety and security initiatives across the program; perform other duties as assigned.
Required Qualifications
- BA/BS degree with 8 years of relevant experience or demonstrated equivalency of experience and/or education
- OSHA 30-Hour Construction Safety certification
- Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities
- Strong organizational, communication, and leadership skills to work effectively with multidisciplinary teams
