Job Summary
Support the FIDIC Engineer and PMC team in end-to-end commercial management and cost control for major infrastructure packages in Tabuk. Administer all commercial and contractual aspects of heavy civil engineering projects, ensuring delivery within approved budgets. Provide daily contract administration under FIDIC conditions, conduct site measurements to verify contractor progress, and prepare recommendations for interim and final payment certificates. Evaluate variation orders, negotiate change requests, and review contractor claims to mitigate financial risk. Maintain accurate cost control records and assist in updating project cost ledgers and monthly financial reports. Requires 10+ years of experience in quantity surveying with FIDIC proficiency.
Required Qualifications
- Bachelor's degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related construction discipline from a recognized global institution
- Minimum of 10 years of demonstrable experience in quantity surveying and commercial management
- Experience with heavy civil engineering, roads, utilities networks, and major master-planned infrastructure projects
- Deep, proven proficiency working with the FIDIC suite of contracts within a PMC, Engineer's Representative, or Client-side infrastructure organization
- High proficiency in industry-standard estimation and quantity surveying software (e.g., CostOS, Candy, or Primavera)
- Advanced Excel capabilities for deep financial data analysis
- Prior experience working within Saudi Arabia or the wider GCC region on complex master-planned developments
- Willingness and ability to work effectively on-site within remote or fast-paced project environments in the Tabuk province
- Exceptional command of written and spoken English
- Robust contract report writing skills
- Confident stakeholder communication
Desired Qualifications
- Professional membership or chartership with an internationally recognized institution, such as the Royal Institution of Chartered Surveyors (MRICS) or the Chartered Institute of Building (MCIOB)
- Fluency in spoken or written Arabic
- Direct experience delivering fast-track infrastructure packages on KSA Giga-projects
