Job Summary

Lead and support the delivery of comprehensive Cost Management commissions, ensuring projects are completed on schedule, within scope, and to the highest quality standards. Prepare detailed cost estimates, cost plans, and tender documentation while maintaining accuracy and compliance with project requirements. Analyze and manage project costs throughout all phases, providing transparent financial reporting and strategic cost control recommendations. Collaborate effectively with Senior Surveyors, project teams, consultants, and stakeholders to ensure efficient service delivery and seamless communication. Prepare, review, and finalize valuations, variations, and final accounts with meticulous attention to detail and contractual obligations. Support clients and design teams in cost planning, value management, and project risk assessment to drive informed decision-making. Maintain comprehensive knowledge of construction costs, procurement processes, and contract administration best practices. Utilize advanced digital measurement, cost planning, and tender document software to enhance efficiency and accuracy. Contribute to business development activities, including bid preparation and client engagement opportunities. Ensure all Cost Management deliverables align with agreed timelines, quality standards, and client expectations while demonstrating resilience in managing complex projects.

Required Qualifications

  • Bachelor's degree or Master's degree in Quantity Surveying, Cost Management, or related field
  • Professional qualification or active progress toward Chartered Status with RICS or equivalent professional body
  • Minimum 3-5 years of proven experience in a consultancy environment delivering comprehensive Cost Management services
  • Demonstrated expertise in Pre-Contract Estimating, Procurement, Cost Reporting, and Final Account preparation
  • Strong understanding of construction costs, procurement processes, and contract administration
  • Proficiency with digital measurement tools, cost planning software, and tender document preparation platforms
  • Excellent organizational and communication skills with the ability to work collaboratively within diverse project teams
  • Knowledge of standard forms of contract and construction industry regulations
  • All newly hired employees are required to attend an in-person Day 1 onboarding at an AECOM office location as a condition of employment

Desired Qualifications

  • Experience with construction projects in the Middle East or UAE market
  • Familiarity with UAE construction standards, regulations, and local procurement practices
  • Knowledge of UAE-specific contract forms and regulatory requirements
  • Experience in value management and project risk analysis
  • Advanced proficiency in specialized cost management software and BIM-related tools
  • Track record of supporting business development and client relationship management
  • Certification in project management or advanced cost planning methodologies
