Job Summary
Quality Control Manager (QCM) for a federal construction project in Brooklyn, NY, overseeing the Contractor Quality Control (CQC) program, developing and maintaining the QA/QC Plan in line with project requirements and FAR 52.246-12, and coordinating with project management, subcontractors, government representatives, and inspection agencies. Responsibilities include managing the Three-Phase QC System (Preparatory, Initial, Follow-Up inspections), conducting daily quality inspections, reviewing drawings and submittals for compliance, coordinating testing and inspections, issuing corrective actions for deficiencies, and maintaining comprehensive quality documentation and closeout records. Requires a Bachelor's degree or equivalent construction experience, minimum 5 years of quality control on relevant projects, USACE CQM certification (or obtainable within 90 days), and strong knowledge of federal QC standards, with on-site, full-time Brooklyn employment.
Required Qualifications
- Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related technical field, or equivalent construction experience
- Minimum 5 years of construction quality control experience on commercial, institutional, healthcare, or federal construction projects
- Current USACE Construction Quality Management (CQM) for Contractors Certification or ability to obtain within 90 days of hire
- Thorough knowledge of Contractor Quality Control (CQC) procedures and federal construction quality standards
- Experience administering the Three-Phase Control System
- Strong understanding of construction methods, contract documents, specifications, and quality assurance processes
- Experience coordinating inspections, testing agencies, and project closeout documentation
- Ability to read and interpret construction drawings, specifications, and engineering documents
- Strong organizational, leadership, and communication skills
- Proficiency with Microsoft Office and construction management software

- OSHA 30-Hour Construction Certification
- Certified Construction Manager (CCM)
- Professional Engineer (PE)
- Registered Architect (RA)
- Experience with Procore, Bluebeam, Autodesk Construction Cloud, or similar PM platforms
- Experience with commissioning, LEED projects, or specialized building systems
- Experience with VA, USACE, NAVFAC, GSA or other federal construction projects
- Strong leadership and communication skills
- Experience coordinating inspections, testing agencies, and project closeout documentation
