Job Summary
The Purchasing Officer/Risk Control Manager oversees district-wide procurement operations, risk management activities, and compliance with applicable purchasing regulations. Responsible for purchase orders, bid and procurement processes, and administration of the district's insurance programs. Coordinates surplus property disposition, maintains accurate records related to purchasing, contracts, insurance, and asset management, and identifies and mitigates operational and financial risks while ensuring compliant, cost-effective use of public resources. Requires a Bachelor’s degree in financial management, accounting, or business administration (or equivalent), at least five years of buyer/contracting experience in construction/services/materials purchasing, and experience in North Carolina local government and/or school system environments. Preferred CLGPO/CPPO/CPPB or CPM certification with a plan to obtain within three years.
Required Qualifications
- Bachelor's degree in financial management, accounting, or business administration; or equivalent experience/degree
- at least five years' experience as a buyer/contracting officer in procurement involving construction, services, and materials purchasing
- experience in North Carolina local government and/or school system environment
- Preferred certifications: CLGPO, CPPO/CPPB or CPM (or obtain within 3 years)
