Public Health Workforce Development Program Manager

Job Summary
Design, lead, and implement workforce recruitment, retention, and development strategies to strengthen organizational culture and well-being. Manage public health programs and grant deliverables, including outreach, education, and service delivery, while ensuring efficient execution within timelines and budgets. Collect, analyze, and interpret program data to assess impact, identify trends, and inform improvements. Build relationships with community partners and stakeholders, prepare program reports for leadership, and supervise staff through coaching and mentoring.
Required Qualifications
- Bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or related field
- Four years of related experience in the coordination and/or implementation of activities for public health programs, clinics and/or community-based initiatives
- Three years of experience with Pima County as a Public Health Program Coordinator, or other related management or supervisor or coordinator level job classification
- Valid driver license at time of application
- Valid AZ driver license at time of appointment
- Subject to a 39-month DOT Motor Vehicle Record review
- Subject to a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history
- Subject to a post-job offer physical and/or drug screen
- Subject to post-job offer proof of immunization(s) or immunization(s) and/or a TB screening
- Regular, daily attendance
Desired Qualifications
- Master's degree from an accredited college, university or technical school with a major in human resources, health administration, or related field
- Minimum two (2) years of experience developing and implementing recruitment strategies to meet current and future staffing needs across all levels and departments
- Minimum two (2) years of experience building and maintaining candidate pipelines through employer branding, job postings, and sourcing channels
- Minimum two (2) years of experience designing and implementing retention strategies such as recognition programs, professional development opportunities, and career pathing
- Minimum two (2) years of experience tracking and reporting on recruitment and retention KPIs (e.g., time-to-fill, cost-per-hire, turnover rate)
