Job Summary
Public Buildings Manager 4 at the New York State Fairgrounds oversees strategic planning, staffing/fiscal planning, and facility operations including capital projects, policy development, and administrative reporting. The role supervises permanent and hourly staff and contractors across grounds maintenance, parking, custodial, and general maintenance; maintains safety/security collaboration with local Fire and State Police; manages building contracts and capital construction reviews; and directs training programs. The position is full-time (37.5 hours/week) in Syracuse, NY, with potential evenings/weekends, and offers a Management Confidential designation with a starting salary of $103,870 and potential to $131,298, plus benefits and PSLF eligibility.
Required Qualifications
- Open-competitive NY HELPS qualifications requiring seven years of experience managing an occupied building with a large footprint (>=300,000 sq ft) or a complex of buildings (>=350,000 sq ft) with supervision of service contractors or in-house staff, including trades; includes overall responsibility for building maintenance (HVAC), minor rehabilitation, and at least one of: grounds maintenance, security/access control, or cleaning oversight
Desired Qualifications
- Seven years of experience managing an occupied building with a gross square footage of at least 300,000 or a complex of occupied buildings totaling at least 350,000 square feet, with supervision of service contractors or in-house staff including plumbers, electricians, carpenters, and other skilled trade people
- Overall responsibility for building maintenance (including HVAC)
- Experience in grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection
- Associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of general experience; bachelor’s degree may substitute for three years
- Direct-line lower-level promotion titles within NY HELPS program may lead to appointment
- Proven ability to plan, budget, supervise staff, and manage building contracts
- Knowledge of safety, security, and facilities oversight programs
- Open-competitive NY HELPS qualifications when promotion lists are exhausted
- Non-competitive/transfer/promotional pathways may be considered for internal candidates
- Ability to work a full-time 37.5-hour week with potential evening/weekend work
- Knowledge of policy development and administrative reporting systems
- Familiarity with capital improvement projects and contract management
- Experience collaborating with local Fire and State Police for safety and security
