Job Summary
Public Assistance Technical Specialist role for FEMA PA program. Onsite at client location, developing and reviewing FEMA Project Worksheets across all Categories of Work, providing technical assistance, program reviews, cost estimates, and QA/QC for PA projects. Supports grant administration from intake through closeout using Grants Portal/Grants Manager, conducts site inspections, analyzes financial data, and guides applicants through the PA process. Requires strong communication, stakeholder coordination, field work capability in varied outdoor conditions, and travel (including potential small aircraft travel). Bachelor's degree preferred, 3+ years PA experience, driver’s license, and ability to pass background screening. Onsite, temporary assignment with safety and training requirements.
Required Qualifications
- Bachelor’s degree preferred
- Minimum of 3 years of professional experience in FEMA Public Assistance grant program
- Project management or personnel/team management experience preferred
- Valid driver’s license and acceptable driving record
- Enhanced background screening may be required by the client
- Field work may be required; ability to work outdoors in various weather conditions
- Ability to travel on small aircraft, ATVs and off-road vehicles
- Proficient with Adobe Acrobat and Microsoft Office; quick learner of new software
- Strong verbal and written communication skills
- Understanding of FEMA PA program and Policy Guide
- Detail oriented, organized, and able to prioritize multiple projects
- Experience with Grants Portal and/or Grants Manager
- Experience working with Federal, State and Local Governments on PA program
- Ability to provide programmatic and technical assistance, perform program reviews and project analysis
- Knowledge of FEMA PA grant process; ability to develop FEMA Project Worksheets
- Site inspections and closeout processes
- Ability to analyze financial data and prepare cost estimates
- Ability to guide applicants through grant process
- Experience with change of scope and project requests
- Commitment to safety and ability to perform duties onsite
