Job Summary
Guide assigned clients through FEMA Public Assistance and recovery programs from declaration to funding approval by interpreting 44 CFR, Stafford Act, and the PAPPG to evaluate documentation and develop project worksheets. Utilize the FEMA Grants Portal to track progress, flag risks, and ensure data integrity while leading project teams in assistance, extension requests, and appeals. Coordinate with architects, engineers, and construction managers to verify quantities, develop cost estimates, and reconcile discrepancies between site inspections and documentation. Draft operational guidance for sub-recipients and deliver customer service through interactions with FEMA, state emergency management officers, and sub-recipients. Maintain timely delivery while ensuring quality compliance. This contingent role supports local, state, tribal, and territorial clients following presidentially declared federal disasters.
Required Qualifications
- BA/BS degree from an accredited university
- 6+ years of relevant experience
- demonstrated equivalency of experience and education
- Possess flexibility to respond to and manage different tasks, often with competing priorities
- Excellent verbal and written communication skills
- Ability to work in a team environment
- Strong work ethic and ability to work independently
- Under minimal direction, performs comprehensive duties that require extensive and diversified experience and the ability to make independent decisions
- Resolves problems using advanced techniques and procedures
- Strong knowledge and experience in established process procedures utilizing enterprise content management system
- Able to extract reports and perform queries from enterprise content management system
- basic leadership skills
- Ability to supervise and evaluate assigned staff
- attend an in-person Day 1 onboarding at an AECOM office location as a condition of employment
Desired Qualifications
- Experience delivering PA Assistance on at two or more previous disasters
- Experience and practical knowledge of FEMA Categories and project worksheet development
