Job Summary

Lead the complete proposal lifecycle from pre-RFP planning through post-submission, ensuring 100% compliance with FAR, DFARS, and agency-specific regulations. Deconstruct complex solicitations to develop rigorous compliance matrices, detailed outlines, and responsive bid strategies while managing strict schedules and cross-functional inputs. Facilitate structured milestone reviews, synthesize feedback, and implement recovery plans to elevate proposal maturity. Translate technical concepts into compelling narratives, perform rigorous editing for "one voice" consistency, and execute high-level formatting and desktop publishing. Manage partner data calls, teaming agreements, and external consultant resources to align all contributions with corporate win strategy. Cultivate and maintain a centralized repository of reusable proposal content and boilerplate text.

Required Qualifications

  • 5-7+ years of progressive experience directly managing and writing proposals in the federal government contracting (GovCon) sector
  • Deep, practical knowledge of the Shipley Associates Proposal Guide (or equivalent industry best-practice methodology)
  • Strong working comprehension of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the standard federal procurement lifecycle
  • Bachelor's degree in English, Communications, Business, Marketing, or a related field (equivalent professional experience may be substituted)

  • Exceptional Soft Skills: High emotional intelligence and leadership presence, with the ability to manage laterally and upwardly to keep executives and SMEs on schedule
  • Pressure Management: Unshakeable composure and exceptional time-management skills when operating under immovable deadlines and rapidly shifting priorities
  • AI Development Experience: Familiarity with AI prompt engineering and automated proposal development tools in order to best utilize our Awarded AI platform and reinforce best practices
  • Technical Proficiency: Expert-level mastery of the Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat
  • Collaborative Platforms: High proficiency in utilizing SharePoint, Microsoft Teams, and secure document management systems for collaborative drafting and version control
  • CRM & Pipeline Tools: Familiarity with federal market intelligence and pipeline tools such as GovWin IQ, SAM.gov, and CRM systems (e.g., Salesforce)
  • APMP (Association of Proposal Management Professionals) Certification (Foundation level or higher) is highly preferred
