Job Summary
Federal Proposal Manager to lead and manage full-lifecycle proposal efforts for federal and defense contracts, ensuring FAR/DFARS compliance, developing compliance matrices and outlines, coordinating cross-functional teams (technical SMEs, pricing, contracts), and delivering compelling, compliant proposals on schedule. Responsibilities include writing and reviewing proposal content, managing bid/no-go discussions, maintaining schedules and boilerplate content, mentoring proposal team members, and participating in go/no-go decisions. This role supports high-visibility Air Force and DoD programs and requires building a robust Past Performance/CPARs database and producing final submissions with quality controls. The position is on-site in Dayton, OH, and requires U.S. citizenship, with a focus on process improvement and collaboration across multiple disciplines to drive winning proposals.
Required Qualifications
- Must be a U.S. citizen
- 5+ years of experience managing all phases of multi-volume, highly complex proposals
- Minimum of 3 years of Federal Proposal Experience, including experience with DoD and Base Operations
- Understanding of Federal proposal management government proposal process standards and practices, including review processes
- Knowledge of government contract types such as BPAs, GWACs, GSA Schedules, etc., and the governing FARS/DFARS
- Strong written, verbal communication and collaboration skills
- Interpersonal skills; able to build relationships at all levels and across organizations
- Strategic thinker and problem solver with attention to detail and excellent research skills
- Proficient with Microsoft Office and collaboration tools
- Formal APMP and/or Shipley training (preferred)
- Experience working with senior management and across multiple disciplines (technical, product management, marketing, pricing, contracts)
- Computer and IT Technical Writer preferred
