Job Summary
Manage, coordinate, prepare, and submit responses to Government Requests for Proposal (RFPs) and other bidding opportunities by leading the full life cycle of proposal development. Facilitate activities including kick-off meetings, compliance matrix creation, storyboarding, and final production while analyzing solicitation requirements to develop aligned strategies. Write and assist in developing Management, Past Performance, and Technical volumes, ensuring all content is compliant and formatted for review. Assign, track, and ensure timely delivery of proposal content from internal and external partners, utilizing AI tools to support draft creation and requirements mapping. Oversee supporting materials and provide regular status updates to ensure submissions meet organizational quality standards.
Required Qualifications
- Experience managing and developing proposals within a government contracting or professional services environment
- Experience managing structured proposal processes and procedures
- Demonstrated success developing compelling technical, management, and corporate proposal content
- Strong understanding of proposal development best practices and structured review processes
- Must be able to obtain and maintain a Government Security Clearance
- Advanced proficiency in Microsoft Office Suite
- Advanced proficiency in Adobe Acrobat Professional
- Advanced proficiency in Microsoft SharePoint
- Advanced proficiency in Deltek products
- Ability to use general office equipment and enter data accurately into databases
- Excellent writing, editing, and proofreading abilities
- Ability to translate technical information for technical and non-technical audiences
- Strong analytical and problem-solving skills
- Strong interpersonal and professional customer service skills
- Ability to produce, edit, and review proposals, white papers, and responses to Federal agencies
- Strong decision analysis, problem-solving, and project management skills
- Ability to work independently, manage multiple tasks and projects under tight deadlines
- Ability to communicate effectively with stakeholders at all levels of the organization
- Ability to prompt AI tools to support proposal development, including identifying best-use cases such as draft content creation, requirements mapping, data-driven past performance summaries, and evaluation techniques
- Ability to learn and understand corporate policies and procedures and apply them to achieve goals
