Job Summary
Review requests for proposals, develop proposal plans, and prepare questions for potential clients. Assemble and review efforts of partners, writers, editors, and quality control personnel. Guide team writers in preparing technical components including task understanding, plan, past performance, and personnel. Review proposal drafts for responsiveness, thoroughness, accuracy, and design. Identify data needs, build pricing requirements aligned with contract CLINs, and offer Bid/No Bid recommendations. Define schedules for inputs, create outlines based on solicitation instructions, and write non-technical sections. Manage reviews with Contracts and Management, organize data in central files, and assemble final proposals. Upon award, write subcontract agreements and coordinate hand-off to Project Management. Provide subject matter expertise on proposal and post-award processes.
Required Qualifications
- Bachelor's degree or equivalent
- 3-5 years of experience
- Experience with previous proposal development or proposal data coordination work
- Extensive applications experience (Microsoft Office, Database usage, etc.)
- Must be able to create spreadsheets, databases, etc. for various types of analysis reports
- Ability to interpret a solicitation's proposal instructions and create appropriate outlines and content
- Ability to analyze solicitation requirements to help identify all data that will be needed
- Ability to analyze proposal development progress and status in relation to defined schedules
- Ability to determine if data received is compliant with UGI requirements
- Ability to determine if a proposal is completed in compliance with instructions
- Ability to write non-technical proposal sections effectively and convincingly
- Strong knowledge of the proposal development process
