Job Summary
Lead end-to-end federal proposal operations by managing RFP analysis, compliance matrices, and final production for high-scoring bids. Translate complex technical requirements into compelling narratives while writing and editing persuasive content for past performance and management sections. Establish repeatable processes and enforce formal methodologies like Shipley to build reusable content libraries. Partner with Business Development on win strategies and competitor assessments, then coordinate Color Team reviews and solutioning sessions across remote teams. Handle rapid-turnaround task orders and IDIQ environments while maintaining strict adherence to FAR/DFARS and federal procurement cycles.
Required Qualifications
- Bachelor's degree in Business or a related field
- 5+ years of experience managing and writing federal government proposals
- Demonstrated experience with rapid-turnaround task orders and the Shipley (or similar) methodology
- Exceptional storytelling skills with the ability to synthesize technical data into compliant narratives
- Expert-level proficiency in MS Office (Word/Excel/PPT), Teams, and SharePoint
Desired Qualifications
- Small-business experience
- Experience introducing structure and process where limited frameworks currently exist
- Familiarity with FAR/DFARS and federal procurement cycles
- Basic graphic design or desktop publishing experience (PowerPoint, Visio, or Adobe)
- Formal Shipley or APMP certification
