Job Summary
Proposal Development Manager responsible for leading end-to-end development of high-value humanitarian proposals under Save the Children Egypt's New Business Development program. The role coordinates technical, operational, and support teams to identify, design, and secure donor-funded opportunities, ensuring compliance with donor requirements and alignment with country priorities. Key duties include leading proposal design and governance (Go/No-Go), managing the funding pipeline and donor landscape, coordinating VfM calculations and evidence-based design, supporting concept development and donor engagement, providing portfolio analysis and regular updates to leadership, and representing the organization with donors and partners. The role requires strong leadership across cross-functional teams, high-quality proposal outputs, and the ability to respond to surge work and emergencies while upholding safeguarding and diversity policies.
Required Qualifications
- Background in business development, donor and relationship management, strategic portfolio analysis and planning, and change management required
- International Development / social sector / NGO professional with a relevant Bachelor’s Degree or equivalent professional experience
- Fluency in English, both verbal and written
- At least 5 years experience in business development, proposal development, donor mapping/engagement and developing fundraising strategy in the international development sector
- Experience leading the preparation of successful proposals and reports for multiple donors (e.g., EU, USAID, UK government)
- Strong coordination and interpersonal skills; ability to communicate and negotiate clearly at all levels
- Ability to present complex information succinctly; willingness to adapt work hours for emergencies
- Commitment to Save the Children values and safeguarding policies
- Experience working in international development region and ability to manage cross-functional teams
- Knowledge or experience with donor engagement, concept development, and proposal design for private sector and non-traditional funding streams
- Experience representing an NGO in donor meetings and external events
- Ability to foster accountability and ownership across teams during submissions
- Experience with AARs and learning to improve proposal quality
Desired Qualifications
- Bachelor's degree or equivalent professional experience in international development, donor management, or related field
- Experience leading proposal development for donors (EU, USAID, UK Government, etc.)
- Strong donor engagement, mapping, and fundraising strategy experience
- Fluency in English (verbal and written)
- Ability to lead cross-functional teams and work in high-pressure environments
- Experience in regional/global NGO context and humanitarian programming
- Strong communication, negotiation, and representation skills
- Ability to adapt hours for emergencies and surge teams
- Knowledge of Value for Money (VfM) calculations and evidence-based design
- Experience developing concept notes, pitches, and donor materials
- Experience managing end-to-end proposal development and portfolio analysis
- Ability to work with diverse teams and maintain donor relationships
