Job Summary
Research property titles, plot legal descriptions, and interpret right-of-way and construction plans to support GO Bond acquisitions. Negotiate values, acquire easement rights, and facilitate property dispositions while maintaining accurate work records and contracts. Communicate with property owners, contractors, surveyors, and legal representatives to obtain agreements and explain technical information. Perform county records research to establish legal ownership and determine monetary charges levied to owners. Review research compiled by administrative staff and verify accuracy of final results. Occasionally work irregular hours including nights and weekends, with daily local travel.
Required Qualifications
- Minimum of two (2) years of experience in acquiring or disposing of property
- Knowledge of acquisition and/or disposal of City or private property
- Knowledge of current legal guidelines and procedures used to acquire and/or dispose of City or private property
- Skill in maintaining a routine with frequent interruptions
- Skill in oral and written negotiations with property owners
- Skill in verbal and written communication
- Skills in basic property and land research and investigative skills
- Ability to communicate with tact and diplomacy when relating to others
- Ability to comprehend and explain technical information to the public
- Ability to comprehend effects and ramifications of property transactions and keeping accurate records
- Ability to make independent determinations of property disposition and/or ownership
- Ability to read/utilize maps and interpret legal documents
- Possession of a valid Driver License (Operator)
