Job Summary
Lead and supervise the acquisition of all real property interests, including permanent and temporary rights, permits, and expropriation agreements for large-scale infrastructure and transit projects. Develop, implement, and oversee property acquisition strategies aligned with project scope, design, and applicable legal principles while managing land investigations and due diligence. Act as a senior Land Agent, directly leading negotiations with landowners, municipalities, utilities, and government bodies, and advise on complex compensation matters. Collaborate closely with design, engineering, and environmental teams to review project drawings and identify land-related risks, proposing mitigation strategies. Mentor team members on acquisition best practices and guide staff in responding to client inquiries and change requests. Prepare financial models, cost estimates, and feasibility analyses to support options analysis and budget management. Draft reports, memoranda, and draft agreements while maintaining property sections within project agreements. Chair project meetings and stakeholder consultations to ensure alignment with Transit-Oriented Development goals.
Required Qualifications
- Minimum 10 years of experience in land acquisition and real property services for infrastructure or large-scale development projects
- Fluency in French and English is required
- Demonstrated experience as a Land Agent, including negotiations, land investigations, stakeholder engagement, and expropriation processes
- Strong background in project management, cost estimating, real property appraisal, and compensation principles
Desired Qualifications
- Candidates with slightly less experience may be considered on an interim basis, depending on qualifications
