Job Summary

Develop and lead a scalable project controls organization by designing staffing plans, establishing fit-for-purpose standards, and aligning stakeholders across the capital portfolio. Evaluate project manager support needs to evolve functions like contract administration and procurement, while partnering with Finance on budgeting and forecast alignment. Provide leadership oversight of schedule development, milestone planning, and risk mitigation, then develop executive dashboards and analytics to support capital allocation decisions. Build and develop the project controls team through coaching, succession planning, and a culture of accountability, while overseeing systems and tools to strengthen reporting accuracy. Serve as a strategic advisor on project controls practices and risk exposure to influence executive decision-making.

Required Qualifications

  • Minimum fifteen (15) years of progressive experience in project controls, engineering, construction, capital project management, or related disciplines within the oil and gas industry
  • Midstream pipeline, terminal, processing plant, or facility project experience
  • Demonstrated experience leading and maturing project controls programs, teams, systems, and processes in support of a growing capital program
  • Strong knowledge of project controls disciplines, including cost control, forecasting, capital budgeting, schedule development and analysis, risk management, change management, and portfolio reporting
  • Direct experience with contract administration and the development, bid, and award stages of procurement
  • General knowledge in the project lifecycle, integration management, procurement functions, material expediting, supply chain management, project and construction management
  • Experience interfacing with broader project services functions, including project systems, document control, and related project administrative processes
  • Strong business acumen and demonstrated ability to support executive decision-making through reporting, analytics, recommendations, and cross-functional stakeholder alignment
  • Demonstrated experience building and leading teams or organizations, including direct oversight of employees and contractors
  • Excellent communication and interpersonal skills, with the ability to influence, build credibility, and lead through change
  • Strong analytical skills, attention to detail, sound judgment, and the ability to prioritize effectively
  • Proficiency in Microsoft Word, Outlook, Excel, PowerPoint, Microsoft Project, and related project controls systems and reporting tools
  • High school diploma or GED
  • Bachelor's degree in engineering
