Job Summary

Develop and manage project programming packages for Facilities Sustainment, Restoration and Modernization, Military Construction, and energy resilience projects. Obtain, validate, and document project requirements through coordination with facility users, engineers, and stakeholders to advance projects through approval processes. Prepare DD Forms 1391 and parametric cost estimates, then enter and maintain project information in NexGen IT and the Comprehensive Planning Platform. Support project submissions via the AFCEC Project Authorization Tool and assist with Work Order Review Boards by providing current project data and updates. This role supports the 50th Civil Engineer Squadron at Schriever Space Force Base, Colorado, requiring on-site work and coordination with government personnel and maintenance organizations. Applicants must possess U.S. citizenship, pass a National Agency Check, and hold a bachelor's degree in engineering or five years of relevant experience.

Required Qualifications

  • U.S. citizenship
  • National Agency Check w/Inquiries (NACI)
  • Comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines
  • Knowledge of DoD/Department of the Air Force facility project programming and development processes
  • Experience developing project requirements, scopes, programming documentation, and cost estimates
  • Ability to coordinate effectively with engineers, facility users, project managers, maintenance personnel, and other stakeholders
  • Ability to follow established project procedures, programming guidance, and schedules and successfully complete established project milestones
  • Strong written and verbal communication, documentation, organization, and coordination skills
  • Experience with DD Form 1391 development and DoD facility programming processes
  • Ability to obtain and maintain required installation and restricted-area access
  • Bachelor's degree in engineering or architecture and a minimum of five (5) years of experience as a facility design engineer or construction project manager
  • A minimum of five (5) years of experience in DoD/Department of War project programming and development of programming documents, such as DD Forms 1391
  • Relevant experience must demonstrate comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines
  • Relevant experience must demonstrate the ability to follow established project-related procedures and successfully complete project milestones
  • Work is primarily performed on-site at Schriever Space Force Base
  • Remote/telework is not anticipated
  • Ability to perform desk work for extended periods, including sitting and using a computer
  • Ability to access facilities and project locations throughout Schriever Space Force Base as required
