Job Summary
Provide expert advice to project managers and consultants on department master specifications, solicitation templates, and procurement guidelines. Prepare or assist in drafting Requests for Qualifications, Requests for Proposals, and bid documents, including specifications and evaluation worksheets. Lead evaluation processes to ensure fair scoring of proposals and investigate bid irregularities. Coordinate advertising, distribution, and receipt of bid documents while acting as the primary contact for inquiries. Maintain contract and procurement templates in alignment with Government of Alberta standards. Draft updates to master specifications and forms as required. Operate within the Services or Construction team, providing backup and surge support from project approval through contract award. This role supports Alberta Infrastructure's delivery of capital plan projects and requires strong communication skills and proficiency in Microsoft Office and Adobe Acrobat.
Required Qualifications
- A completed university degree in a relevant field, (such as Business, Commerce, Arts, Science, Architecture, Engineering, or Construction Technology)
- Two (2) years of relevant experience in procurement
- Equivalency: Related experience or education (e.g. related diploma) may be considered as an equivalency on a one-for-one basis
Desired Qualifications
- A professional procurement designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Governmental Purchasing (NIGP); Supply Chain Management Professional (SCMP) from the Supply Chain Management Association of Canada (SCMA) or equivalent
- Expertise in developing and managing complex procurement documents, including RFPs, PQRs, RFQs, RFEOIs, and contract templates
- Knowledge of the department's guidelines and standards, master specifications, policies and practices related to bidding and contracting
- Expertise in alternative construction delivery systems, types of contracts, and specification methods
- Proven track record in leading strategic procurement planning, process improvement initiatives, and cross-functional collaboration with legal, risk, and project delivery teams
- Extensive experience in procurement with a focus on complex service contracts requiring customized solicitation strategies and non-standard clauses
- Proficiency in procurement systems and tools and data analysis for reporting and performance tracking
- Strong and demonstrated Ability to communicate and maintain working relationships effectively with department directors, area managers, project managers, facilities managers, technical, support staff, consultants retained by the department to prepare construction related solicitation documents, RFQ respondents, RFP proponents, and bidders
- Strong expertise in the full Microsoft Office suite (including Word, Excel, and Outlook), Adobe Acrobat
- Proficiency in grasping concepts and communicating them effectively
- Understanding of risk management related to procurement
