Job Summary
Monitor assigned EECBG projects to ensure scope, schedule, budget, and performance objectives are maintained while performing technical evaluations of recipient activities. Track progress toward energy savings targets, emissions reduction goals, and resilience objectives by reviewing reports, deliverables, and implementation plans for completeness and consistency. Serve as the primary point of contact for grant recipients, providing guidance on implementation, reporting, and compliance while coordinating with DOE staff, technical assistance providers, and stakeholders to resolve issues. Support financial monitoring by tracking obligations, expenditures, and cost share against approved award requirements, and prepare technical memoranda, briefing materials, and reports to support decision-making. Compile and analyze programmatic and performance data to facilitate reporting and continuous improvement, assisting in the dissemination of best practices across the portfolio.
Required Qualifications
- Bachelor's degree in engineering, environmental science, environmental studies, sustainability, public policy, public administration, business administration, energy management, or a related discipline
- Four (4) years of additional relevant experience may substitute for a degree
- Minimum of four (4) years of relevant professional experience
- A Master's degree may substitute for two (2) years of experience
Desired Qualifications
- Experience supporting DOE, particularly SCEP programs
- Familiarity with the Energy Efficiency and Conservation Block Grant (EECBG) Program
- Experience supporting federally funded energy projects
- Experience supporting project management activities involving coordination among clients, stakeholders, subcontractors, and technical teams
- Experience evaluating project performance metrics, including energy or savings
- Familiarity with DOE systems and federal grants management processes
- Experience working in a consulting or professional services environment supporting government clients
- Experience supporting federal, state, local, Tribal, or utility-funded energy, sustainability, environmental, infrastructure, or community development programs
- Experience with the Federal Government, preferably with DOE
- Experience with financial assistance documentation, program administration, or financial tracking systems
- Experience reviewing technical reports, project documentation, deliverables, or performance data
- Experience developing technical reports, presentations, briefing materials, or other professional communications products
- Strong analytical and problem-solving skills, including experience compiling and evaluating quantitative and qualitative information
- Experience working with Microsoft Office applications, including Excel, Word, PowerPoint, Teams, and SharePoint
- Strong written and verbal communication skills
- Ability to manage multiple priorities and work effectively in a client-service environment
- Ability to work independently while collaborating effectively with project teams and stakeholders
- PMP Certification
