Job Summary
Serve as the single point of contact for the Contracting Officer and COR while managing all contractor work under the Statement of Work. Lead diverse, matrixed teams to execute strategic initiatives, modernization efforts, and business process improvement projects using Agile methodologies. Develop comprehensive project plans, including scope, schedule, resource allocation, and risk management strategies, while utilizing tools such as Azure DevOps, Jira, and Confluence. Facilitate meetings, prepare decision-support artifacts, and deliver professional reports throughout the project lifecycle. Ensure contractor personnel adhere to applicable DHS and Coast Guard safety, security, and performance requirements.
Required Qualifications
- Experience providing senior-level project management support for complex business, technical, modernization, or process improvement initiatives
- Experience managing diverse, matrixed, and cross-functional teams
- Experience developing project plans, schedules, resource plans, risk management strategies, POA&Ms, reports, and decision-support artifacts
- Experience using Agile project management methodologies
- Experience using modern project management tools such as Azure DevOps, Jira, Confluence, or similar platforms
- Ability to serve as the primary contractor interface with Government leadership, including the Contracting Officer and COR
- Ability to work independently with minimal guidance
- Strong written and verbal communication skills
- Ability to read, write, speak, and understand English
Desired Qualifications
- Experience supporting the U.S. Coast Guard, DHS, DoD, or federal logistics organizations
- Understanding of Coast Guard organizational structure, business operations, and logistics support functions
- Experience supporting modernization projects, data system initiatives, business process improvement, or logistics integration
- PMP, PMI-ACP, Certified ScrumMaster, SAFe, Lean Six Sigma, or related certification
- Experience preparing project plans, monthly progress reports, executive briefings, and final project summaries for federal clients
