Job Summary
Serve as the Owner's Representative for the Department of Veterans Affairs, providing strategic leadership and oversight on healthcare construction projects within an active VA Medical Center in Bath, New York. Monitor contractor performance, review submittals and RFIs, and lead progress meetings to resolve construction issues while ensuring compliance with federal acquisition requirements and VA standards. Manage project controls including cost forecasting, earned value analysis, and schedule recovery plans, alongside contract administration, claims management, and change order negotiations. Prepare executive-level briefings and dashboards for senior government leadership regarding budget, schedule, risk, and quality.
Required Qualifications
- 10 or more years of progressively responsible project management experience managing large, complex federal healthcare or institutional construction programs
- Bachelor's degree in Construction Management, Engineering, Architecture, or a related discipline from an accredited institution
- fifteen (15) years of progressively responsible construction management or project management experience
- Minimum ten (10) years of progressively responsible project management experience leading complex construction projects
- Experience serving as an Owner's Representative on federal construction programs
- Experience managing healthcare, institutional, or mission-critical construction projects
- Experience supporting Department of Veterans Affairs, USACE, DoD, GSA, or other federal agencies
- Extensive knowledge of project controls, scheduling, budgeting, contract administration, and construction management
- Experience managing multidisciplinary project teams
- Strong understanding of construction means and methods
- Experience reviewing construction documents, specifications, design packages, and schedules
- Demonstrated success managing projects from planning through closeout
- Exceptional written, verbal, and executive communication skills
- Full-time onsite work at an active construction site and office environment
- Ability to sit, stand, walk, and use standard office equipment
- Employment may be contingent upon successful completion of background checks and compliance with federal and VA suitability requirements
- Must adhere to all site safety, security, and confidentiality policies
Desired Qualifications
- Leading large-scale federal construction projects for the VA, DoD, USACE, GSA, or other federal agencies
- Acting as an Owner's Representative overseeing multiple contractors, design teams, and government stakeholders
- Healthcare construction within occupied hospital environments
- Electronic Health Record Modernization (EHRM) initiatives
- Utility infrastructure modernization and facility upgrades
- Mechanical, Electrical, Plumbing (MEP), fire protection, and special systems
- Construction scheduling utilizing Critical Path Method (CPM) and Integrated Master Schedules (IMS)
- Project controls including schedule analysis, earned value concepts, cost forecasting, and risk management
- Contract administration, claims management, and change order negotiations
- Executive-level reporting and stakeholder communication
- Department of Veterans Affairs healthcare construction experience
- Electronic Health Record Modernization (EHRM) experience
- Owner's Representative experience
