Job Summary
Lead end-to-end transformation of the PMIS platform for LACCD, serving as the Owner's Representative. You will drive implementation planning, configuration, migration, integration, and optimization of the new system across the enterprise, manage data migration and validation, redesign financial workflows, coordinate testing and readiness (UAT) across 800+ users, and oversee training and post-go-live stabilization. You will act as the strategic liaison between executive leadership, PMO, IT, Finance, Facilities, consultants, contractors, and nine campuses, owning the plan, risk, and outcome. Governance and standards development will align with district objectives, with an emphasis on financial accuracy, audit readiness, and operational transparency.
Required Qualifications
- 10+ years in large-scale capital program delivery, PMO systems, or enterprise technology implementation — preferably in public sector: school district, county, airport, port, or utility
- Hands-on experience with Trimble Unity Construct (eBuilder) and/or Deltek Costpoint
- Capital program accounting fluency — budgeting, contract management, change orders, invoice approvals, cost forecasting, financial reporting
- Proven cross-functional coordination without direct authority — PMO, IT, Finance, Facilities, Vendors
- Training and change management at scale — demonstrated training to 500+ users across sites
- Executive and board communication — ability to present to senior leadership and governing boards
- Public sector or highly regulated environment experience
- Agile/SCRUM and software delivery lifecycle knowledge
- Bachelor's degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or related field
- PMP, Scrum Master, or related certifications preferred
