Job Summary

Serve as the single overall point of contact between the Congressional Budget Office, the Contracting Officer's Representative, executive leadership, and technical teams. Collaborate with stakeholders to define needs, translate business requirements into technical solutions, and assign tasks while forecasting labor burn rates. Oversee daily progress, manage schedules, and ensure deliverables meet CBO requirements while identifying and mitigating project risks. Prepare task proposals including budget and schedule development, and develop policies, procedures, and work instructions. Ensure all work is documented with clear instructions for ongoing tasks. This full-time executive position involves extensive travel, high-stress decision-making, and frequent engagement at the highest levels of Navy leadership. Requires a Public Trust Tier 2 clearance and proficiency with project management tools.

Required Qualifications

  • Minimum of 5 years of program management experience
  • 10+ years of program management experience in lieu of PMP
  • PMP (Project Management Professional) certification
  • Expertise in execution and oversight of major federal IT programs
  • Demonstrated ability to meet critical deadlines and manage concurrent activities
  • Bachelor's degree in an IT-related field
  • Must be a U.S. citizen or permanent resident
  • Public Trust Tier 2 clearance obtained through a U.S. Capitol Police background check

Desired Qualifications

  • 10+ years of program management experience (substitute for PMP certification)
  • Bachelor's degree in an IT-related field preferred
