Job Summary
Coordinate and manage operational aspects of ongoing shipbuilding and repair projects for Naval Sea Systems Command, acting as a liaison between project management, planning, and line management. Monitor shipyard labor resource allocation, confirm progress against cost returns, and conduct spot visits to identify workforce shortfalls. Engage with suppliers to mitigate supply chain issues, oversee supplier development investments, and manage contract change documents including Notifications of Changes and Field Modification Requests. Prepare cost performance analysis reports, assemble cost data from contractor and government sources, and develop independent analyses of incremental cost trends. Liaise with SUPSHIP to validate Earned Value Management metrics and ensure compliance with acquisition guidance. Gather technical and financial information to support the Government's development of positions on significant cost issues involving contracts.
Required Qualifications
- Must be a US Citizen or Permanent Resident
- Must be able to pass a Federal background check
- Must be determined suitable for federal employment
- Must be a U.S. Citizen
- Must obtain and maintain an interim and/or final Top Secret security clearance prior to beginning work
- A minimum of 5+ years' experience in technical evaluation, estimation, and cost validation of cost estimates of shipyard construction and maintenance for submarines or aircraft carriers
- Experience with contract performance management and oversight, cost and/or price analysis and Earned value management (EVM)
- A minimum of 5+ years' experience in nuclear and non-nuclear system maintenance planning/execution for submarines or aircraft carriers during overhaul, refueling, and servicing and/or experience in construction of submarines or aircraft carriers
- Documented success in establishing actionable cost data sheets, reporting systems, and metrics to ensure the cost and schedule performance of construction and maintenance availabilities for submarines and aircraft carriers
- A minimum of 5+ years' experience with the regulations, policies, and organization interfaces (NAVSEA 08, NAVSEA 04, Supervisor of Shipbuilding, and shipyards) governing NR work
- Documented success with oral and written communications, with particular capability to communicate and determine work prioritization amongst multiple organizations and at all levels within those organizations
- Experience working in an industrial environment, specifically in the construction of nuclear capable shipbuilding programs (surface or submarine)
- Excellent oral and written communication skills
- Proficiency with Microsoft Word, Excel, Outlook, and Power Point
- Ability to lift up to 50 lbs. unassisted
- Ability to lift up to 15 lbs. unassisted, several times a day
- Travel unassisted less up to 10% per year, via common carrier
- Ability to work uncommon tours including nights, weekends, and holidays
- Bachelor's degree in architecture, engineering, or a related field
Desired Qualifications
- Knowledge of the availability work packages and construction sequences to understand and support the needs of the Naval Nuclear Propulsion Program
