Project Implementation Manager

Job Summary
Lead and oversee day-to-day implementation of project activities across target governorates in Syria, ensuring delivery on time, within scope, and within budget. Navigate complex local governance structures to secure safe access and directly supervise delivery partners and field teams. Prepare client reporting and briefings, oversee new office set-up including security clearance, and act as the primary in-country escalation point for operational and security issues. Own risk management through active monitoring of the risk register and ensure conflict sensitivity, GESI, and safeguarding principles are embedded in daily operations. Support recruitment and management of local field staff, deputising for the Senior Project Manager when required. Based in Syria with willingness to travel regularly, this role requires fluency in Arabic and English and 7+ years of experience in international development within conflict-affected settings.
Required Qualifications
- Educated to degree level or equivalent
- 7+ years' work experience in international development, NGO, stabilisation, or CVE programming, ideally within Syria or the wider MENA region
- Demonstrated experience navigating complex local governance structures and stakeholder engagement in conflict-affected or post-conflict settings
- Fluent Arabic and English, both written and spoken
- Proven experience managing field teams and delivery partners in high-risk or non-permissive operating environments
- Strong understanding of MREL methods, tools and techniques, and of EU donor compliance requirements
- Excellent organisational, leadership, and cross-cultural relationship-building skills
- Flexible, adaptable, and able to work on own initiative in a fast-changing security environment
- Based in Syria, with willingness to travel regularly across target governorates
