Job Summary
Coordinate large-scale civil capital works projects for Regional Parks, Transportation, Watershed Protection, and infrastructure, overseeing planning, design, and construction while managing internal and external specialist resources. Act as project manager to ensure completion on schedule and within budget, providing professional certification of work by signing and sealing design and as-constructed drawings. Develop scopes of work, schedules, and budgets; manage contracts with consultants and contractors; and prepare feasibility studies, cost estimates, and technical reports. Present recommendations to committees and councils, serving as primary liaison with stakeholders. Work 70 hours bi-weekly, including construction inspections in all weather conditions. Requires Professional Engineering designation and 10 years of progressively responsible experience.
Required Qualifications
- Degree in a related discipline
- A minimum of 10 years' progressively responsible experience
- Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation
- Valid BC Driver's Licence
- Excellent communications (verbal and written), interpersonal, and customer service skills
- Working knowledge and experience in the application and interpretation of federal, provincial and municipal legislation, regulations and guidelines
- Knowledge and ability to use various computer word processing, spreadsheet and project scheduling programs and databases
- Demonstrated understanding of design and construction of public works facilities (paths, bridges, water, sewer, roads, utilities, building structural, mechanical and electrical systems, etc.) through each phase from conceptual design to completion
- Demonstrated experience with preliminary and detailed design functions and carry out feasibility studies including cost estimates
- Well-developed leadership, relationship-building and decision making skills
- Ability to prepare detailed and comprehensive technical reports, specifications, terms of reference, requests for proposals, contracts and specifications
- Operational knowledge of Worksafe BC regulations regarding worker/contractor safety and Employer's responsibilities
- Knowledge of SCADA and Corporate information systems
