Job Summary
Execute early-stage strategic planning, infrastructure scoping, and financial modeling for large-scale facilities and real property assets from concept inception. Coordinate multi-disciplinary scoping charrettes with stakeholders to develop layouts, preliminary calculations, and economic analyses. Generate Rough Order Magnitude cost models utilizing parametric cost engineering systems and customize master guide specification templates into site-specific engineering documentation. Evaluate facility utilization, update long-term site development plans within a digital Comprehensive Planning Platform, and lead technical presentations for executive approval. Maintain full ownership of output quality while performing duties as assigned to support shifting operational needs. Requires a valid U.S. Government Public Trust security clearance, Bachelor's degree in engineering, and 8 years of facility project experience.
Required Qualifications
- Valid U.S. Government Public Trust security clearance
- Bachelor's degree in electrical, Mechanical, Structural, or Civil Engineering from an accredited university or college
- 8 years of combined specialized experience and education in facility project/program/estimating experience involving facility planning through design phases
- 8 years of combined specialized experience and education in industrial/commercial construction cost estimation, parametric modeling, and engineering specifications
- Active or obtained OSHA 30-Hour General Industry Certification within 90 days of hire
- Minimum of a Tier 3 clearance
- US Citizenship
- Proficient mastery of Comprehensive Planning Platforms (CPP)
- Proficient mastery of CAD software
- Proficient mastery of spatial master planning platforms
- Proficient mastery of GIS spatial data analytics
- Proficient mastery of PACES (Parametric Cost Engineering System)
- Proficient mastery of RSMeans pricing databases
- Proficient mastery of CSI MasterFormat
- Proficient mastery of UFGS editing software
- Proficient mastery of energy tracking systems
- Proficient mastery of project programming software
- Proficient mastery of lifecycle risk modeling tools
- Proficient mastery of asset condition index platforms
- Proficient mastery of financial tracking spreadsheets
- Must possess the technical competence to remain on-site full-time
- Capability to successfully meet and maintain local facility security access requirements
- Demonstrated ability in cross-functional facilitation
- Demonstrated ability in master land-use analysis
- Demonstrated ability in independent task prioritization
