Job Summary
Undertake procurement for contractors within Council policies and guidelines, evaluate tenders as a member of internal panels, and prepare reports recommending contract awards. Manage contract administration by monitoring performance, programs, progress, and quality while assessing claims and variations to ensure compliance and budget adherence. Arrange inductions and site inspections to verify contractor safety compliance, maintain project records and minutes, and prepare financial and monthly progress reports for leadership review. Review technical plans including traffic, environment, and heritage management assessments, and represent Council in meetings with community members, developers, and consultants. Provide technical support to stakeholders, assist with external funding applications, and carry out project risk assessments using relevant registers.
Required Qualifications
- Tertiary Qualification/Degree in Engineering or equivalent with some relevant experience
- lesser formal qualifications with substantial technical knowledge and experience delivering infrastructure projects
- Current Driver's Licence
- Sound technical judgment and problem solving
- Demonstrated technical knowledge in Civil Design, Traffic, Project Management, Estimating, Specifications, Tenders, Contract administration, Construction supervision and Asset Management
- Demonstrated ability in the application of engineering principles
- Ability to appropriately manage time, set priorities, and organise one's own work
- Demonstrated experience in the creation of effective project scheduling
- Highly developed oral and written communication skills
- Demonstrated ability to competently liaise with and gain cooperation from internal and external stakeholders
- Experience with Computer Aided Design
- Experience with GIS
- Experience with asset management software
- Experience with Microsoft Project
- Experience with Microsoft Office (particularly Word and Excel)
- Background and probity checks including Reference Checks
- Working with Children Check
- Criminal Record Check
