Project Controls Manager

Job Summary
Lead the project controls function within a national aviation PMO, overseeing cost, schedule, risk, and change control for a multi-billion SAR portfolio. Drive standardization and data-driven decision-making across multiple operating companies, report to the Head of Project Control, and produce monthly portfolio/program/project updates using Power BI and PMIS. Mentor and develop project controls staff; engage with senior stakeholders and participate in strategic reviews with Matarat leadership; leverage earned value, scheduling, risk, and change-control processes to deliver projects on time and within budget across a large-scale aviation program.
Required Qualifications
- Bachelor’s degree in Engineering or related discipline
- 15+ years in project controls (Cost, Schedule, Risk & Reporting) on large, complex capital programs
- Proven leadership of project controls teams on multi-billion SAR infrastructure projects – Aviation experience is a plus
- Strong knowledge of PMO environments, governance frameworks and integrated portfolio management
- Experience with Primavera P6, Cost & Risk management tools, Power BI, and PMIS systems
