Job Summary
Project Controls Manager - Design leads the design consultant scope on strategic projects in Riyadh, Saudi Arabia. Responsible for establishing and maintaining comprehensive project controls, managing budgets and schedules, and ensuring alignment between design consultants and project objectives. Drives performance excellence through analytical rigor, decisive decision-making, and collaborative stakeholder engagement. Oversees design consultant scope management including contract administration, deliverable tracking, and performance monitoring; develops and maintains project controls frameworks including earned value management systems and KPIs; manages budgets and cost controls with variance analysis and corrective actions; creates detailed project schedules, identifies critical paths, and manages timeline risks; conducts risk analysis and develops mitigation strategies for design-related activities; prepares and presents regular performance reports to senior leadership; coordinates with design teams, engineering departments, and external consultants to ensure scope alignment and quality; monitors changes with proper documentation and impact assessment; identifies opportunities for process improvement and implements best practices in project controls; mentors and supports project team members in controls methodologies and tools.*/
Required Qualifications
- 15 years of professional experience in project controls, project management, or related field
- 5+ years of direct experience managing design consultant scopes on complex projects
- Advanced proficiency in project management tools such as Microsoft Project, Primavera P6, or equivalent
- Expert-level skills in Microsoft Excel, including data analysis and reporting
- Strong knowledge of earned value management (EVM) principles and applications
- Demonstrated expertise in budget forecasting, cost analysis, and financial controls
- Proven ability to develop and manage project schedules with multiple dependencies
- Excellent stakeholder management and communication skills across all organizational levels
- Strong analytical and problem-solving capabilities with attention to detail
- Experience with contract management and consultant performance evaluation
- Certification in project management (PMP, PRINCE2, or equivalent)
- Preferred Skills & Experience: Experience working on projects in Saudi Arabia or the Middle East region
- Familiarity with SAP, Oracle, or similar enterprise resource planning systems
- Knowledge of design consulting industry standards and practices
- Experience with agile or hybrid project management methodologies
- Background in change management and organizational process improvement
- Certification in project management (PMP, PRINCE2, or equivalent)
