Project Controls Manager – Defence

Job Summary
Lead a cross-discipline Project Controls team on high-risk, high-complexity defence projects, defining scope through exclusions and assumptions to establish a Work Breakdown Structure. Collaborate with the Integrated Project Team to build a robust Performance Measurement Baseline, manage change control, and integrate cost, risk, and schedule data using Earned Value Management. Liaise with Finance to generate Cost and Cash Estimate profiles, oversee Quantitative Risk Analysis, and support Project Managers in resource deployment. Establish governance for auditable decision-making, ensure output integrity, and drive delivery recovery planning while mentoring team members. Work alongside clients on-site 2-3 days weekly, with potential UK travel, maintaining UK MoD Security Clearance.
Required Qualifications
- Sole UK National
- ability to achieve and maintain UK MoD Security Clearance (SC)
- proven track record of delivering projects in highly regulated sectors such as defence or infrastructure
- Project Controls experience across the whole Project lifecycle
- experience in the application of two or more Project Controls disciplines of Planning and Scheduling, Cost Estimation, Cost Control, Risk Management or Performance Reporting and their associated software / tools
- strong understanding of the way in which the Integrated Project Controls disciplines operate
- proactive, curious and 'can-do' attitude
- comfortable in uncertain and unclear project environments
- strong communicator and leader with ability to influence, manage, motivate, coach and develop teams and organisations by creating a diverse and inclusive environment
- ability to make risk-based decisions where the parameters are unclear, and judgement is needed
- competent in using the software needed to perform the role
- undergraduate degree in a relevant technical or management field or suitable equivalent qualifications and experience
- member of a relevant professional body e.g. Association for Project Management, Project Management Institute
- 2-3 days a week client and/or Turner & Townsend office attendance
- possibility of UK travel and overnight stays
- SOX control responsibilities
