Project Controls Manager – Defence

Job Summary
Lead a cross-discipline Project Controls team on high-risk, high-complexity defence projects by defining scope through exclusions and assumptions, establishing Work Breakdown Structures, and managing change control. Collaborate with the Integrated Project Team to build a robust Performance Measurement Baseline, analyse Earned Value Management data, and liaise with Finance for cost and cash estimates. Ensure integration of scope, cost, risk, and schedule while overseeing Quantitative Risk Analysis and resource deployment. Establish auditable governance processes, support delivery recovery planning, and mentor team members to drive continuous capability improvement. Work alongside clients on-site two to three days per week, with potential UK travel and overnight stays, while maintaining UK MoD Security Clearance.
Required Qualifications
- SOLE UK National
- ability to achieve and maintain UK MoD Security Clearance (SC)
- proven track record of delivering projects in highly regulated sectors such as defence or infrastructure
- Project Controls experience across the whole Project lifecycle
- experience in the application of two or more Project Controls disciplines of Planning and Scheduling, Cost Estimation, Cost Control, Risk Management or Performance Reporting and their associated software / tools
- strong understanding of the way in which the Integrated Project Controls disciplines operate
- proactive, curious and 'can-do' attitude
- comfortable in uncertain and unclear project environments
- strong communicator and leader with ability to influence, manage, motivate, coach and develop teams and organisations by creating a diverse and inclusive environment
- ability to make risk-based decisions where the parameters are unclear, and judgement is needed
- competent in using the software needed to perform the role
- undergraduate degree in a relevant technical or management field or suitable equivalent qualifications and experience
- membership of a relevant professional body e.g. Association for Project Management, Project Management Institute
- 2-3 days a week client and/or Turner & Townsend office attendance
- possibility of UK travel and overnight stays
